um no i dont need to change my isp, its clearly not when i shown using near line limits its fine. ddwrt qos cant limit well at LOW speeds. low speeds are needed when u have lots of users on one line and they go afk leaving upload hogging things running..u can have 100mbps upload if u got 50 clients all using upload hogging software ull still need limits. when all they do is basic web browsing

Basically, the router's dual core processor can't keep up with the speed of a computers CPU. Enter the following settings in the DD-WRT Web GUI, click Apply Settings, and Reboot Router after all settings have been made. (It's a good idea to set a strong password to prevent unauthorized access to the DD-WRT Web Gui, and to save the configuration settings once desired results have been achieved.)
